Vaiko's Letter to the Prime Minister of India

Dear Dr Manmohan Singh ji,

Vanakkam. It is terribly shocking that the Union Government of India has done an yet another intolerable injustice to the state of Tamilnadu, constituting an experts team by the National Disaster Management Authority (NDMA), which  is headed by the Prime Minister to formulate a Contingency Response Plan, for Mullaiperiyar Dam and downstream areas to cope with eventualities like earthquakes, floods etc.,

Since 2004, the UPA Government has committed betrayal after betrayal against Tamilnadu in the Mullaiperiyar Dam issue.

It is a fact that the Industrial Security Branch of the Intelligence Bureau of the Ministry of Home Affairs of India, submitted a report on 9 and 10 of November 2006 that the Kerala Police Personnel should be removed from the Dam site  and the CRPF or the CISF should be deployed there to protect the Mullaiperiyar Dam.

That reasonable suggestion was thrown by your Government into the dust bin. The lumpen elements instigated by the political parties of Kerala are attempting to sabotage and break the dam.

Despite the request of Tamilnadu Government, the Central Government has refused to deploy the Central forces to protect the dam. The verdict of the Supreme Court of India on 27th February 2006, establishing the legal rights of  Tamilnadu to raise the water level to 142 ft., and instructing the Kerala Government not to cause any hurdles in further strengthening of baby dam was thrown to the winds by the Kerala

Government, which dared to challenge the sovereignty of India and the supremacy of the apex court, by enacting a legislation on 18th march 2006, empowering Kerala River Water Authority to decommission the Mullaiperiyar Dam.

The Constitution Bench of the Supreme Court has constituted anEmpowered Committe under Justice Anand, which is processing thestrength of the dam and related matters.

Under these circumstances, the decision of the Union Government,constituting an experts committee by the NDMA clearly demonstrates thefact that your Government is dancing to the tunes of KeralaGovernment. This is a   calculated attempt as desired by the Kerala Government and politicians to present a fait accompli to the Supreme Court of India and the Empowered Committee constituted by it.

The sinister design is exposed by including professor D.K. Paul of IIT, Roorkie in the abovesaid committee, who has already taken a biased partisan stand, supporting Kerala.

The Hon’ble Chief Minister of Tamilnadu has rightly requested you to withdraw this move of NDMA forthwith.

I am pained to point out that in the name of disaster management, the Central Government is paving the way for the disaster of the unity of India.

Therefore, I would request you to revoke your decision of appointing NDMA Committee.
