17 March 2017

Dear Shri Narendra Modi ji

Vanakkam. I would draw your immediate kind attention for speedy action regarding India’s role in the 34th session of Human Rights Council of United Nations in Geneva which commenced on 27th February and concludes on 24th March 2017.

The most cruel barbaric genocide of Tamils of the North and East of Sri Lanka was committed by the Sri Lankan Government through its armed forces with the fullest assistance and help of the then UPA Government of India headed by Congress.

Commencing from January 2009 which ended on 18th May 2009, the terrible massacre of Tamils took place, annihilation of one lakh and fifty thousand Tamils, which was exposed to the world by the three member panel of UN, which submitted its report on April 2012 with authentic evidence.

The Government of Germany with the support of 16 member countries of the Human Rights Council, gave an urgent notice to convene a special session of UNHRC to put the Sri Lankan Government in the dock and render justice to Tamils.

But, the Government of Cuba in connivance with India and Pakistan, sponsored a resolution to applaud and commend the Sri Lankan Government and the resolution was adopted striking deathknell to justice.

We Tamils, all over the world launched peaceful protests. Students of Tamilnadu fought for justice through peaceful means. Even then, in 2012 and in 2013, a treacherous resolution was adopted in UNHRC stating that the Sri Lanka Government itself make an investigation and deal the issue.

Mahinda Rajapakse, the butcher of Tamils, took a definite stand to support China in all the matters. Because of this, USA, UK and India, as a warning to Rajapakse sponsored a resolution that judicial investigation of war crimes should be carried on by the Sri Lankan Government.

In the Presidential elections 2015, Rajapakse was defeated. With the combination of Sri Lanka Freedom Party and United National Party, Maitribala Sirisena won and became the President of Sri Lanka and Ranil Wickramasinghe was made the Prime Minister.

In the year 2015, a resolution was adopted in UNHRC which was sponsored by USA and Sri Lanka.

As per the resolution, independent investigation of the war crimes in Sri Lanka with the participation of International judges and lawyers and jurists should be conducted. But within 48 hours, the President and Prime Minister of Sri Lanka, openly announced that Sri Lanka will not permit any jurist or lawyer from foreign countries.

Not only that, the Sri Lanka Government was granted six months time to submit the report.

The Sri Lankan Government has been dragging on the issue.

During this interregnum, more Tamil areas has been colonised by the Sri Lankan settlement. Sri Lankan army in large numbers have occupied the Tamil areas;.hundreds of thousands of Tamils who have disappeared, not to be found till date. 90000 tamil widows are shedding tears; thousands of Tamils are detained in prisons.

Under these circumstances, the present 34th session of UNHRC is going on in Geneva.

We Tamils are terribly shocked to know that USA, UK, Northern Ireland and Macedonia have sponsored a resolution in the UNHRC, which has fallen on our heads as a bolt from the blue.

The proposed resolution decides to give two more years until 2019 for Sri Lanka to submit the report.

The ‘most unkindest cut’ as Shakespeare says, is the newly added provision that only with the consent of the Sri Lankan Government any foreign jurists, lawyers, rapporteurs could enter into Sri Lanka on this issue.

The resolution is going to be voted on 22nd March 2017.

With all sincerity and anguish, I would request you that the Indian Government should oppose this resolution in the voting.

If India supports the resolution, then I am pained to say that your government also will be registered in the history as you supported the genocide of Tamils which will never be forgiven. Kindly bear with me for telling that, we Tamils will never become orphans. Tamils are spread over 65 countries. In the hearts of younger generation of Tamilnadu, particularly future generation, the pain will turn into anger; and the anger will turn into a volcano.

It is my duty to bring to your kind notice that dont fail to see the writing on the wall on this grave Tamil issue.

With regards,

Yours sincerely,

(Vaiko)
